A aplicação do modelo de excelência da gestão na segurança pública como ferramenta de redução de indicadores criminais

O presente artigo analisou a aplicação do Modelo de Excelência da Gestão, desenvolvido pela Fundação Nacional da Qualidade na Polícia Militar do Estado de São Paulo e os impactos na redução dos indicadores criminais de segurança pública. Os dados foram obtidos a partir da análise de Relatórios Organizacionais, Diagnósticos de Maturidade da Gestão, indicadores criminais e de desempenho da Organização Policial-Militar denominada Comando de Policiamento do Interior Nove, unidade com maior pontuação no Prêmio Polícia Militar da Qualidade, processo que avalia e certifica internamente a Excelência da Gestão. A fundamentação teórica foi alicerçada com a revisão bibliográfica inédita dos documentos internos da Instituição e referenciais relativos ao tema. A pesquisa quantitativa apropriou-se de dados criminais disponíveis no site da transparência da Secretaria de Segurança Pública do estado de São Paulo, os quais evidenciaram a redução de todos os indicadores criminais avaliados da amostra de 2015 a 2019 e a correlação com a crescente pontuação no prêmio, demonstrando que o modelo e a avaliação da gestão podem impactar positivamente na melhoria da prestação dos serviços de segurança pública à sociedade.
Ricardo Nicotariis a PhD student in Police Sciences of Security and Public Order at the Center for Advanced Security Studies of the Military Police of the State of São Paulo. He serves as Head of the Planning and Financial and Budgetary Monitoring Division of the Military Police of the State of São Paulo. His research interests are in the area of public safety and public policy evaluation.
Jaime Crozatti obtained his doctoral degree in Accounting and Controllership in 2002 through the FEA/USP Program. He is currently a professor at the Graduate Program in Public Policies at EACH/USP, where he direct researches on the efficiency of public spending on fundamental education and primary care, public policies that are a priority responsibility of municipalities.
