Innovation in Healthcare: The Perspective of Decision Makers in the Portuguese Context
Innovation is described from a change perspective; it refers to what an organization offers in terms of product or service innovation, as well as how it manages the offering of process innovation. The characteristics of the manager, the creative environment, and leadership influence the increase in organizational innovation.
The aim of this investigation is to ascertain the perception of key Portuguese political decision-makers regarding innovation. The decision was made to interview those responsible for SPMS and the Ministry of Health between 2005 and 2018, allowing for different perspectives on the main decisions affecting the phenomenon under study. Several factors influence innovation in the public sector, ranging from direct elections, which aim to promote creativity and consequent innovation to improve public policies; international agreements, laws and regulations; and the development of ICT. While it is clear that innovation leads to better performance, this is often not recognized, since many entities do not disclose their results, thus making it a non-measurable and non-transparent component. Respondents suggest new policies for disseminating health unit results, and incentives for results with a greater focus on health research and development.
