Ao longo das últimas décadas, a Qualidade foi encarada na Europa como uma estratégia essencial da transformação de uma Administração Pública (AP) burocrática, centrada em si mesma, numa Administração mais orientada para aqueles a quem serve – os cidadãos –, encarados, com frequência, como clientes. Mais recentemente, também a necessidade de reconquistar a confiança dos cidadãos através de uma maior transparência levou a que a Qualidade aparecesse como uma abordagem suscetível de ajudar as organizações a demonstrarem o que são capazes de fazer com os recursos que têm ao seu dispor, apoiando assim mecanismos de prestação de contas.
A AP Portuguesa não ficou à margem do movimento da Qualidade. Uma análise dos últimos 40 anos permite-nos identificar várias fases, as quais refletem bem a evolução que o conceito da Qualidade sofreu.O presente artigo analisa os fatores impulsionadores da Qualidade na AP e caracteriza as principais etapas da implementação da Qualidade em Portugal. Olhando globalmente para esta evolução são identificadas algumas oportunidades de desenvolvimento/aprofundamento da Qualidade nos próximos anos. No final, são analisadas algumas questões que permanecem em aberto e que constituem desafios com os quais a Qualidade se terá de continuar a debater.
Ramon Flecha is Doctor Honoris Causa of the West University of Timişoara and Professor of Sociology at the University of Barcelona. He has been Chair of the Expert Group on Evaluation Methodologies for the Interim and Ex-post evaluations of Horizon 2020. He has directed 3 projects form the European Union’s Framework Program (FP5), (FP6) and (FP7). His scientific works have been published in scientific journals such as Nature, Organization, Harvard Educational Review, Qualitative Inquiry, Current Sociology, or Journal of Mixed Methods Research.
Ana Burgues has received a Ph.D. from the University of Barcelona – Spain, Barcelona in 2014. Adjunct Professor at the Sociology Department of the University of Barcelona. Her research interests are in the areas of Cooperativism.
Liviu-Catalin Mara has received a Ph.D. from the University Rovira and Virgili – Spain, Tarragona in 2018. Postdoctoral Researcher at the Business Management Department of the University Rovira and Virgili. His research interests are in the areas of Cooperativism, Social Impact, Innovation and Lifelong learning.
