Avaliação institucional das IES portuguesas – balanço e contributo para a melhoria do processo
Com o objetivo de contribuir para a melhoria do processo de avaliação externa das Instituições de Ensino Superior Portuguesas (IES), a Comissão Sectorial para a Educação e Formação (CS11) do Instituto Português da Qualidade (IPQ), através do Grupo de Trabalho 3 – IES, desenvolveu, ao longo de 2024, um trabalho de análise e reflexão sobre a avaliação conduzida pela Agência de Avaliação e Acreditação do Ensino Superior (A3ES).
A avaliação institucional desenvolvida pela A3ES, de seis em seis anos, abrange todas as IES portuguesas, estando prevista no Regime Jurídico da Avaliação do Ensino Superior. Tem como objetivos fomentar a reflexão interna nas IES, bem como avaliar as respetivas estratégias de desenvolvimento.
A partir deste trabalho foi possível identificar o que correu bem e o que importa ajustar na avaliação institucional, do ponto de vista da A3ES e das IES, tendo sido produzidas recomendações orientadas para a melhoria de processos futuros, procurando contribuir para o desenvolvimento e consolidação de uma cultura da qualidade no Ensino Superior português.

Sílvia Mónica Ribeiro Santos has received a Degree and a Master’s degree from the University of Coimbra. She is currently Head of Unit of the Quality Promotion Office, at the University of Coimbra, Vice-President for the Comissão Sectorial para a Educação e Formação, at Instituto Português da Qualidade and a PhD student at the Faculty of Psychology and Educational Sciences – University of Coimbra. Her research interests are in the areas of quality management, knowledge management and psychology of organizations.
Maria J. Manatos is a Research Coordinator in the Studies and Analysis Office of A3ES and a Manager of the Assessment /Accreditation Processes. She holds a doctoral degree in Management from the ISEG Lisbon School of Economics and Management, University of Lisbon. Her doctoral research discussed the integration of quality management policies and practices in higher education institutions. She was a researcher at the Centre for Research in Higher Education Policies (CIPES), in Portugal. She has worked as an expert for international organisations in the higher education field. She has published her work in higher education and quality management journals.
Ana Sofia de Sá Gil Rodrigues professor and Vice-president in IPVC for Quality and Social Responsibility in IPVC. Member of Auditing Team of Internal Quality Assurance Systems in A3ES. Member of Governing Board in ACSUG. Member of CS11/IPQ. Lead Auditor ISO 9001. PhD in Quality, Safety and Food Technology, University Vigo-Spain. Research Associate Member in CISAS Centre for Research and Development in Agrifood Systems and Sustainability-IPVC. Main Research interest: Quality and Social Responsibility; Sustainability; Strategic Management.
Carla Matias has received a Degree and a Master’s degree from the Iscte – University Institute of Lisbon. She is currently the quality manager at Iscte, and works to implement robust quality assurance procedures and compliance with the ISO 9001 standard. She also ensures the compliance of specific quality management operational tasks related to the requirements of general control of documents and records, internal audits, non-compliance, corrective and preventive actions and complaints. Carla was deeply involved in the certification process of Iscte Integrated Quality Assurance System (SIGQ_Iscte) that was certified by the Agency for Assessment and Accreditation of Higher Education (A3ES). Carla has performed several studies to assess learning quality and provision of services to the community.
