Inteligência Artificial no Ensino Superior Português – um estudo exploratório
Este artigo apresenta resultados preliminares de um estudo exploratório promovido pela Comissão Setorial para a Educação e Formação (CS/11) do Instituto Português da Qualidade (IPQ) sobre a utilização da Inteligência Artificial (IA) no Ensino Superior português. O instrumento de recolha de dados foi um questionário estruturado, aplicado entre setembro e novembro de 2025 a estudantes, docentes, investigadores e técnicos de Instituições de Ensino Superior (IES), representadas na CS/11, tendo sido obtidas 5894 respostas válidas. Numa fase em que a análise dos dados se encontra ainda em curso, são aqui apresentados resultados quantitativos preliminares, designadamente, a taxa de utilização de ferramentas de IA (92,64% dos respondentes afirmam já ter utilizado IA nas suas atividades académicas ou profissionais) e a distribuição das perceções globais sobre a IA no ensino superior, bem como os principais temas emergentes de uma análise de conteúdo em desenvolvimento sobre 1660 comentários relativos às estratégias institucionais consideradas necessárias pelos respondentes. Os resultados indicam uma elevada adoção da IA pela comunidade académica portuguesa e uma perceção maioritariamente dual, reconhecendo simultaneamente oportunidades e riscos, bem como a convergência em torno da necessidade urgente de formação, de regulamentação institucional e de repensamento dos métodos pedagógicos e de avaliação. Este diagnóstico assume particular relevância no atual enquadramento político nacional, marcado pela aprovação da Agenda Nacional de Inteligência Artificial (ANIA), e visa contribuir para o desenvolvimento de políticas de qualidade e inovação nas IES portuguesas, alinhadas com os desafios e oportunidades colocados pela IA.

Sílvia Mónica Ribeiro Santos has received a degree and a master’s degree from the University of Coimbra. She is currently Head of Unit of the Quality Promotion Office, at the University of Coimbra, Vice-President for the Comissão Sectorial para a Educação e Formação, at Instituto Português da Qualidade (CS/11/IPQ) and a PhD student at the Faculty of Psychology and Educational Sciences – University of Coimbra. Her research interests are in the areas of quality management, knowledge management and organizational psychology.
Maria J. Manatos is a Research Coordinator in the Studies and Analysis Office of A3ES. She holds a doctoral degree in Management from the ISEG Lisbon School of Economics and Management, University of Lisbon. Her doctoral research discussed the integration of quality management policies and practices in higher education institutions. She was a researcher at the Centre for Research in Higher Education Policies (CIPES), in Portugal. She has worked as an expert for international organisations in the higher education field. She has published her work in higher education and quality management journals.
Zita Cristina Dias Sarmento is graduated with a bachelor’s and master’s degree from the University of Trás-os-Montes and Alto Douro (UTAD). She works in the field of quality management and assurance across various institutional levels at UTAD’s Office of Planning, Evaluation, and Improvement, with a particular focus on the educational quality cycle. Her academic and professional interests include quality management and assurance, the evaluation of teaching and learning, process management, and continuous improvement; she also serves as an institutional representative on the Sectoral Commission for Education and Training (CS/11) of the Portuguese Institute for Quality.
Ana Pereira Antunes has received a PhD from the University of Minho – Portugal. She is currently Pro-Rector for Quality and Accreditation at the University of Madeira – Portugal. She is an integrated researcher at the University Center for Research in Psychology (CUIP) at the University of Madeira unit and a collaborator researcher at the Research Center on Child Studies (CIEC) at the University of Minho. Her research interests are in the areas of Educational Psychology, namely inclusive education and academic success.
Susana Lameiras is Director of the Quality Management and Accreditation Services Unit at the University of Minho (UMinho), where she leads institutional quality assurance initiatives across teaching, research, and services, and supports the continuous improvement of the University’s Internal Quality Assurance System (SIGAQ-UM). She holds degrees in Applied Mathematics (Educational and Statistics branches), a Master’s in Statistics from UMinho, with a specialisation in Data Science and a PhD in Industrial and Systems Engineering from the same university. Her professional background includes experience in science and technology management, project coordination, strategic development, and institutional quality assurance, with active participation in national quality networks (Sectorial Commission CS/11 at the Portuguese Institute for Quality).
José Pedro Domingues holds a degree in Chemistry (1996), a master’s degree in Environmental Textile Chemistry (2001), and a doctorate in Engineering and Systems Management (2013), all from the University of Minho. His doctoral thesis addressed the topic of integrated management systems and the development of a maturity model. Currently, he is a Principal Investigator at the ALGORITMI Research Center (University of Minho, Portugal), involved in several projects addressing topics such as integrated management systems, digital transformation of management systems, Quality 4.0, and the successful sustainable development of companies. Additionally, he teaches at the University of Minho. His research work is developed within the IEM research line (ALGORITMI Center). He is a member of the MEGQ Steering Committee. He is co-author of approximately 90 publications (journal articles, conference proceedings, and book chapters), some of which have been recognized and awarded both in Portugal and abroad. His research interests include the digital transition of management systems, Quality 4.0, and the successful sustainable development of companies. He is the Vice-President of APQ, responsible for Training and Knowledge Creation.
Daniela Ferreira da Cunha holds a bachelor’s degree in Sociology from ISCTE – Instituto Universitário de Lisboa and a master’s degree in Work and Organisational Psychology from the University of Coimbra. She is currently the Coordinator of the Quality Assurance and Accreditation Support Service at the Polytechnic Institute of Coimbra. She is currently the coordinator of the Quality Assurance and Accreditation Support Service at the Polytechnic Institute of Coimbra (IPC). She represents the IPC on the Sectoral Commission for Education and Training (CS/11) of the Portuguese Institute for Quality. Her professional interests focus on the areas of quality management and organisational development and evaluation.
